PM warns against cap on rates

Her comments come as Grey Power Nelson asks local body election candidates to sign a pledge stating they will vote against any rates increases of more than 2 percent.
Visiting Nelson on Friday, Miss Clark said she was "sympathetic" to Grey Power's advocacy for its members.
"They're very sensitive to increases in areas where you can't make economies because, if you live there, you've got to pay the rates.
"But I don't think it would be a realistic answer to have an artificial cap in place."
