While the council is likely to approve the $8 million upgrade of its building tomorrow, the Munro Property Group's Mark Munro has written to the council to clarify his position.
But the explanation is likely to be too late with the majority of the council committed to the revamp.
Mr Munro said he was concerned the council's consultants had quoted the refurbishment of the Tower Building at $4.7 million when it was "accepted within the building industry that a brand new building of the same size as the council required would cost approximately $4.1 million with lifts and air conditioning, fixtures and fittings to a medium level".
